On federally funded projects, DBE participation is a contract requirement. It is also an opportunity to build a more resilient supply chain — but only if the relationship starts before the bid documents are due.
The late-scramble problem
The standard approach is to collect quotes in the final week before a bid, attach the participation schedule and hope the firms are still available when the project starts. That produces compliance on paper and a thin bench in the field. The certified firm gets a scope it did not help shape, at a price squeezed by the bid, and often disappears after the project.
Start a year early
We identify certified firms in the trades we use most — trucking, asphalt, concrete pumping, electrical, landscaping, surveying — and invite them into preconstruction conversations before a specific bid exists. They see the pipeline, not a last-minute quote request. When a project is awarded, they have already walked the site and priced the work with the same assumptions as the prime.
Pay on time and document it
Prompt payment is the most credible form of support. We pay subcontractors on a thirty-day cycle and do not use pay-when-paid clauses to stretch it. Our compliance team tracks participation monthly against the contract goal and reports it to the owner, so there are no surprises at closeout.
Make the work real
A meaningful scope has enough value and duration to justify mobilizing. Splitting a small package across five firms to hit a percentage does not create capacity. We look for scopes where a certified firm can take responsibility, develop a crew and come back on the next project.
The result
Our DBE participation has exceeded the contract goal on every federally funded project we have delivered in the past four years — not because we paid more, but because the firms were involved early enough to be competitive. The bench is deeper, the bids are better and the projects are less exposed to a single sub’s failure.
That is a better outcome than a participation schedule that satisfies an auditor and nobody else.
