Mill Creek Transmission Main
Four miles of 36-inch steel transmission main, including three trenchless crossings of a highway and a rail line, a pressure-reducing vault and full street restoration.
What made it hard.
The alignment ran through established neighborhoods, crossed a state highway and a busy freight rail line, and had to be completed before the association's peak summer demand.
Residents had experienced poorly restored streets on a previous utility project and made their expectations clear at the pre-construction meetings.
How we built it.
Three crossings were completed by horizontal directional drilling, avoiding lane and rail closures entirely. Open-cut sections were sequenced block by block, with temporary access maintained to every driveway and mailbox.
Restoration crews followed the pipe crew within 48 hours. A weekly neighborhood update posted the next block's schedule and the project phone line was staffed during working hours.
Where it landed.
The main was in service six weeks before peak demand, with no unplanned service interruptions. Final paving and landscaping were completed ahead of the contract deadline, and the association recorded no resident complaints after the first month.
Safety is planned here, not posted on a fence. Their crews stop work when something is not right, and their supervisors back them up.
